Government to register tips in casinos
Publish date: 03-08-2009Tips offered at casinos to croupiers, waiters and cashiers will be shown separately in accounting, considered as income of the organiser, and may be distributed by the management to employees. The gambling hall attendants will be required to wear only uniforms without pockets.
These conditions are introduced in the norms for implementing the ordinance on the organisation and operation of gambling activities, approved by Government decision.
Gambling activities can be organised only under a licence issued by the Ministry of Finance, for lottery activities, casino, mutual bets, betting on fixed odds, slot-machines, bingo in halls and through television network systems. An economic operator that intends to organise two or more gambling activities is obliged to seek a licence for each separate activity.
Licences are granted individually, are valid for a period of five years from the date they were granted and are non-transmissible. By direct exploitation of gambling activities is to be understood only the use of own employed staff. To carry out activities related to organisation of gambling activities, namely to organise financial-accounting activity, guarding and transporting values, as well as to obtain the right to use the means of game or the space where gambling activities are organised, the operators may conclude contracts with natural persons or legal persons.
The organisers of gambling activities are obliged to ensure the participants in gambling equal chances at equal stakes, played on the random elements specific to the means of gaming or on elements of hazard and participants' ability in gambling. In the game of bingo, the award percentage from the total income shall be minimum 65% and maximum 80% and will be constituted for each regular game, except for the games awarding special prizes, where only the minimum percentage is to be met.
